.1 Agreements
.1 The Board of Directors shall be empowered to make agreements with other recognized hockey organizations and
provided only that such agreements are within the general rules of organized hockey.
.2 The Board of Directors shall implement the wishes of the Member Associations in participating as active, supportive
partners on a Provincial governing body reporting to HC.
.3 The Board of Directors will have the specific responsibility, should the situation warrant a review, to properly inform,
discuss and educate Member Associations about the ramifications of changing existing relationships before asking for
approval to take action. At their discretion, or at the request of Member Associations, a Special General Meeting must be
held before action contrary to the stated mandate is taken.
7.1 MEMBERSHIP
.1 Registration of Teams
All ALLIANCE Hockey Associations with Representative hockey (U10-U18) must register the teams they intend to host for the
following season in accordance with the current OHF Moratorium Policy.
Associations registering a U18 AAA team by the May 31 deadline and who withdraw after July 31st are subject to a $3,000.00
fine, payable from the Centre.
ALLIANCE Hockey Associations with U8 & U9 MD and Recreational Hockey must register the teams they intend to host for the
following season with the ALLIANCE Hockey Office by May 31.
If circumstances exist where a team cannot be hosted, ALLIANCE Hockey shall manage the situation on an individual basis.
.2 Entry Refusal
ALLIANCE Hockey reserves the right to refuse entry of any team, Association, etc.
.3 Home Association
.1 Every team applying for entry must specify the Association from which it plans to operate, and be governed by all
rules (residential or otherwise) applicable to that particular Association.
.2 Any team wishing to enter from a Association that already operates an organized league, organization, association or
zone that is affiliated with the ALLIANCE must receive permission in writing from that affiliated league, organization,
association or zone and the ALLIANCE. The intent is that once an Association or zone has been established, there will be
no changes to its structure except as outlined in section 7.1.3.3 of this rule.
.3 In reference to 7.1.3.2, where the ALLIANCE, after due consideration of all the circumstances of hockey in any given
Association, and after consultation with the local affiliated league, organization, association or zone feels that
additional team entries to the Association are in the best interests of minor hockey, it may grant permission for such an
additional entry.

.5 HC Insurance Program
.1 All Associations/Leagues, etc. must participate in the Hockey Canada Insurance Program.
7.2 CATEGORIZATION OF MINOR HOCKEY ASSOCIATIONS
.1 Each year ALLIANCE Hockey may, in consultation with affected minor hockey associations, categorize the level of play for
that minor hockey association.(e.g. AAA to B, etc.). The ALLIANCE will use such criteria as, but not limited to, registration
numbers, population, ice availability, competitive history, etc., and fix playing dates for group play.
.2 In the event of annexation or amalgamation of one or more minor hockey associations, the ALLIANCE, in consultation with
the affected minor hockey associations shall have the authority to accept and subsequently categorize the affected minor
hockey associations.
7.3 AAA MINOR HOCKEY ASSOCIATIONS
.1 AAA minor hockey associations may be established by the ALLIANCE at the request of the Associations affected. The draw
area is a geographical area within which a group of Associations may wish to combine to operate AAA teams U10 to U18.
The ALLIANCE Board of Directors reserves the right to re-align, reduce, consolidate, or expand Zones in full consultation
with all concerned Associations & Zones subject to OHF approval.
7.4 BOUNDARIES
.1 ALLIANCE Hockey will recognize other Associations’ boundaries and will not solicit nor expand the existing recognized
boundaries except through mutual consent, or except where there has been an amalgamation of two or more cities,
communities or towns creating a larger city, community or town, and in that case after consultation and at the insistence of
its Member Association, the boundary of the larger city, community or town will be recognized in determining the boundary
of the association, or as in 7.2 above.
Note: The intent of 7.4.1 is to respect all players and territories of all Associations both within and outside the ALLIANCE.
The ALLIANCE wants to help preserve the sovereignty of its neighbour's hockey programs and boundaries.
7.5 UNAUTHORIZED PLAY
.1 Member teams shall not play in any group or league not under the direct control of the ALLIANCE without permission of the
ALLIANCE. Teams requesting to participate in a non-ALLIANCE League must make application to the ALLIANCE Board of
Directors one week in advance of the Semi-Annual Meeting of the current season. The ALLIANCE Board of Directors must
approve the participation of ALLIANCE teams in non-ALLIANCE Leagues. Failure to obtain approval may result in disciplinary
action against the Association and/or the respective Team Officials.
.2 Member teams shall comply with Hockey Canada Overseas Rules.
.3 Participants and/or Team(s) shall not participate in non-sanctioned games, including exhibition games or tournaments, nor
play against non-OHF/HC affiliated team(s). Player(s), Participants and/or Team(s) that participate in non-sanctioned games
or events may be suspended and/or disciplined by the ALLIANCE Board of Directors. Member Minor Hockey Associations are
responsible for ensuring that Participants and Team(s) only participate in sanctioned games or events.
Note: Non-OHF/HC affiliated teams refers to those teams not recognized by or covered under the HC Insurance Program.
7.6 PLAYER ELIGIBILITY
.1 Any player who is an amateur in good standing shall be eligible to play for an Association, provided:
.1 The player has established habitual/continuous/permanent residence in that centre;
.2 The player has obtained any consent required by Hockey Canada, or any division of the Ontario Hockey Federation;
.3 The player has not established such residency for the principal purpose of playing or practicing hockey.
.2 In categories where residency requirements exist, but not a resident in an Association with a team entered in a division for
which they are eligible, shall be given a choice of the Association they will play for, when the difference in distance from or
to their residence, over well-traveled roads, always measuring by the shortest possible route, to the two or more
Associations concerned does not exceed five (5) miles (eight (8) kilometers) but will not be permitted to bypass an
Association to play for another Association in the same general direction. The measurement of such distance shall be to an
Association point established by the Member Association that is on file at the ALLIANCE Hockey Office. Notwithstanding the
provisions of HC regulation H, having once made their choice, such player shall remain a member of the Association for
which they have signed until properly released by the Association, or until the Association of which they are a resident
operates a team for which they are eligible. The Right of Choice form must be signed off and verified as correct by the
receiving Association and submitted to the ALLIANCE Hockey Office.
.3 A player shall not participate before having been approved on an official Hockey Canada/ALLIANCE Hockey roster.
.4 A player shall not be registered with more than one team in a single season, with the only exception being Select Hockey
and OWHA rostered players. Violations of this provision will result in the immediate suspension of the player until they have
chosen one Association.
7.7 PLAYERS CHANGING RESIDENCE
.1 Any player moving with parents and establishing a continuous habitual residence other then the primary residence on the
HCR must, before participating, update their address with ALLIANCE Hockey.
.2 Any player qualified under this rule who legitimately moves during the playing season after December 1st in any year shall
have the choice for that season only of finishing the season with their original team, if the travel distance is deemed as
reasonable or join a team in the Association to which they have moved.
.3 OHF E18 a Player who moves without parents and establishes a continuous habitual residence with someone other than
their parents as defined in Hockey Canada regulation C4, shall be determined by ALLIANCE Hockey or the OHF based on
factors such as, but not limited to:
(a) where the Player’s parent(s) reside;
(b) where the Player goes to school; and
(c) the amount of time actually spent in alleged place of residence
.4 As per OHF Regulation E19 The onus of proof to establish habitual residence rests entirely with the Player.
7.8 PLAYER EVALUATIONS
.1 Evaluation progression must be in accordance with OHF Regulation G3.
.2 U8 and U9 MD team evaluations may be offered in the Spring or Fall. If evaluations are offered in the Spring, the earliest
start date will be adhered to as per the current season guidelines. All evaluations must be completed within a 14-day period
and comply with OHF Regulation G5.
All player releases for players going to a Junior or higher division team must be provided by an Association Representatives,
as long as the player is in good standing and no monies are owed to the Association. Any and all 'Development Fees',
including draft monies, present and future, will be divided between the Home Association and the AAA Zone organization
based on a pro-rata basis as to the number of seasons played for each.
.2 Player Release Junior to Minor – OHF Reg If a player previously signed with a Minor Hockey team, subsequently signs with
a Junior Hockey team between seasons in accordance with OHF E38 and is then released back to Minor Hockey, in the
same season, the last Minor Hockey team the player was rostered with will have the first right of refusal to re-sign the
player, contingent on an available roster spot without releasing a player.
.3 In Season Player release After a player is registered with an Association and on or before October 1 of the current Season,
a release is agreed upon in writing by the Association Representative and player (or their parent or guardian where the
player is under 18 years of age), and the release is then entered in the HCR by the Association Registrar. A copy of the
release form signed by both parties must be filed with ALLIANCE Hockey within 7 days of being signed.
7.10 PROOF OF AGE
.1 Each participant, players shall Association file proof of age issued by a competent authority (i.e., the Registrar General of
the province in which the player was born) within their HCR profile for each Representative (AAA, AA/A, BB/B and MD)
player. In cases where it is impossible to secure a birth certificate, the ALLIANCE may, if it considers the supporting
evidence satisfactory, accept in lieu thereof a, passport, duly certified baptismal certificate, issued before the age of 10
years, or the age at the date of entry in this country as certified by the form filed at the port of entry. See HC By-laws
Section D 4, 5, 9 for supporting documentation. This certificate must indicate that the player has not attained the age limit
as set out in the preceding paragraph, before the first day of January of the season in which the player intends to compete.
.2 Where a player was born in a country other than Canada, the player must upload a valid document from which verifies the
date of birth of the player and such document will be accepted as being equivalent to a birth certificate. (i.e. Passport).
.3 ALLIANCE Hockey will check each birth certificate to ensure that the player has not exceeded the age limit for the division to
which the player has applied.
.2 Any officer, official of a team, association Association/zone, proven guilty by theirbranch of HC of having been a party
to, or having had such knowledge of such falsification, may be automatically suspended from playing or holding office
with any team/Association affiliated with HC for a period to be determined by the ALLIANCE.
.5 Player Age Limits
7.11 TEAM COMPOSITION, ROSTERS ELIGIBILITY, DEADLINES AND RESTRICTIONS
.1 All Representative & Recreational teams must be registered on Hockey Canada/ALLIANCE Hockey approved rosters.
.2 An approved copy of each team's roster must be kept in the team’s possession at all times before the player is eligible and
be available for examination by opposition prior to all games, playdowns, tournaments, exhibition games, Championships,
Provincial and National Championships, etc.
Note: Provincial and National Championships at the AAA levels will require participants to complete a Hockey Canada
approved roster.
.3 Teams will be permitted the number of Player Registrations as per OHF Regulations C8 and as indicated below. Teams can
use up to twenty (20) players for sanctioned games as per OHF Regulation C10.

Notwithstanding OHF Regulation C8, the following Teams may neither sign nor Register, at any one time, more than:
(a) Twenty-five (25) eligible Players in the case of U21 Male Teams;
(b) Twenty (20) in the case of the highest level of male U18 hockey. i.e. U18 and below Hockey Teams will be permitted
to use up to twenty (20) Players for a sanctioned game.
Note: No team shall have more than twenty (20) registered and active players on an approved roster at any one time.
.4 For the following Divisions and Categories, a Goaltender must be identified and Registered as such on their Registration: all
U21, U18, U16, U15, U14, for AAA, AA, A and for U13 AAA. Players Registered as Goaltenders will not be permitted to play
any other position.
.5 Late or Non-Roster Submission
All rosters must be approved as per Ontario Hockey Federation and Hockey Canada Rules. All rosters must be finalized and
submitted by January 15th 11:59pm. All rosters will be approved generally on a first come first out basis with rosters that
are submitted after January 15th subject to a $20.00 (twenty dollars) fine per day per roster.
Example: If a particular roster is three (3) days late it will cost an association 3 x $20.00 = $60.00 to approve that roster.
.6 AAA Roster Submissions
All AAA rosters with corresponding paperwork must be submitted by July 31st with the finalization of rosters January 15th
as per 7.11.5. The same penalty for AAA rosters submitted after July 31st will apply as indicated in 7.11.5 for later rosters -
$20.00 (twenty dollars) fine per day per roster.
.7 AA/A Roster Submission
All AA/A rosters with corresponding paperwork must be submitted by September 30th with the finalization of rosters
January 15th as per 7.11.5 The same penalty for AA/A rosters submitted after September 30th will apply as indicated in
7.11.5 for later rosters - $20.00 (twenty dollars) fine per day per roster.
.8 BB/B Roster Submission
All BB/B rosters with corresponding paperwork must be submitted by October 6th with the finalization of rosters January
15th as per 7.11.5. The same penalty for BB/B rosters submitted after October 6th will apply as indicated in 7.11.5 for later
rosters - $20.00 (twenty dollars) fine per day per roster.
.9 Recreational House League Roster Submission
All House League rosters with corresponding paperwork must be submitted by December 1st with the finalization of rosters
January 15th as per 7.11.5. The same penalty for AA/A rosters submitted after December 1st will apply as indicated in
7.11.5 for later rosters - $20.00 (twenty dollars) fine per day per roster.
.10 Recreational Select Roster Submission
All House League rosters with corresponding paperwork must be submitted by December 15th with the finalization of
rosters January 15th as per 7.11.5. The same penalty for AA / A rosters submitted after December 15th will apply as
indicated in 8.50.1 for later rosters - $20.00 (twenty dollars) fine per day per roster.
.11 Registration Deadlines
.1 Teams in Categories AAA, AA, A that are eligible to compete in a Branch or National Championship (major teams) that
have twenty (20) players registered on January 15th shall not be permitted to register any other players during the
current season.
.2 A team which has less than twenty (20) players registered may, if it has unused roster spaces, register qualified
players until the final date of February 10th.
.3 February 10th Player Signing Deadline
A player shall not be signed after February 10th, 11:59pm for current season play. The ALLIANCE shall not have any
authority to accept a player's registration marked later than February 10th for the current season.
7.12 PLAYER MOVEMENT
.1 U10 - U18 Representative Hockey as per OHF Regulation G.
.2 U8 and U9 MD participants are required to participate within their ALLIANCE Hockey Member Association in accordance with
residential boundaries.
.3 ALLIANCE Hockey Recreational participants are not required to abide by residential regulations.
7.13 AFFILIATION
ALLIANCE Hockey will adhere to OHF Regulation D for Affiliation in accordance with the following:
.1 Teams that are eligible for a Provincial or National Championship (U13, U15 and U18 AAA) shall adhere to OHF
Affiliation Regulations D1-D17.
.2 Teams that are not eligible for Provincial or National Championships shall follow OHF Affiliation Regulations D18-D25.
.3 Not withstanding .1 and .2, players participating in residentially compliant categories (U8 & U9 MD) shall be eligible for
affiliation for the ALLIANCE Hockey Member Association/draw area by residence or home centre and adhere to the
OHF Playing Up for Players 8 and Under Policy for affiliation. Refer to the ALLIANCE Hockey Office for any further
clarification.
.4 Players may affiliate to multiple teams in a season. However, no player is permitted to be on more than one (1)
affiliated players list of a particular Category (i.e. A/AA, B/BB) at any given time in a season.
Example: Where a Minor Hockey Association has multiple teams at a particular Category, a player may only be added
to one (1) of those teams’ affiliation lists - a U13 BB player may not be added to both U14 BB teams’
affiliated player lists.
.5 Players may only affiliate up to a maximum of ten (10) games per affiliate team. If the player’s registered team
completes its Regular Season and playdowns before the player’s affiliated team(s), the player may thereafter affiliate
for an unlimited number of games. For goaltending exceptions see Hockey Canada Regulations B.42, E36(b).
Note: Exhibition and/or Tournament games, that are not part of Regular Season League games or playdown games
are excluded from the total number of maximum games.
ALLIANCE Hockey interpretation for participation following Regular Season League play is to be considered as
Playdowns; where teams are competing for an ALLIANCE Hockey, OHF or Provincial Championship. Once eliminated
from Playdowns, teams may compete in what is referred to within ALLIANCE Hockey as Playoffs and by Hockey
Canada's definition; this is referred to as competition that prolongs a team's season. This level of competition, by
definition, would be the same as Exhibition and/or Tournament games and would be excluded from the total number
of maximum games referred to in 7.13.5.
An affiliated player that participates on a team that has been eliminated from Playdowns is eligible to participate in
games that may amount to more than the 10-game maximum. The player’s priority is to their rostered team for
tournament or Playoff games.
.6 Prior to participation as an affiliated player, players must:
.1 Have approval from their registered team or Minor Hockey Association, and
.2 Be approved on the registered team’s HC/ALLIANCE Hockey roster.
.7 Affiliated players used by a higher division/category team in a game, shall be designated on the official gamesheet by
the use of the symbol “AP” after their name. In the case of a substitute goaltender, actual participation in the game
shall be specifically noted on the game sheet
.8 If a player is released off an affiliated player list, they may not be assigned to another affiliation list in the same
season.
.9 In the case of a minor-aged player participating on a BB/B team, the player may affiliate with the same hockey
Association’s minor representative team (i.e. A U12 player rostered to a U13BB team would be eligible to affiliate to
the Association’s U12 Seeded team).
.10 Players may not affiliate down a category at a higher division (i.e. U14 AA player may not affiliate to U15 BB/B).
.11 An affiliated players list must be filed and approved by January 15 of the current season. Failure to file an affiliated
players list by January 15 will result in the team not being allowed to use any affiliated players for the remainder of
that season.

.13 Minor to Junior Affiliation
.1 As per OHF D14, a Player sixteen (16) years of age or older may be selected as an Affiliate Player with two of the
following in the same season:
(a) a Major Junior Team;
(b) Junior A Team; and
(c) Junior B Team
.2 Affiliation of first year eligible U16 Players (fifteen (15) year olds) to Major Junior and Junior A and Junior B
hockey Teams shall be permitted with the restrictions listed in OHF Reg D17.
7.14 CLASSIFICATION OF TEAMS
.1 If an Association cannot field both a major and a minor team within a particular division (i.e. U15), a major/minor team will
be allowed. Should this occur, the entry must play in the major category. The ALLIANCE Hockey Board of Directors in
consultation with the affected teams can review the entry and determine the competitiveness of that team and determine if
it should be allowed to play in the minor category, (applicable if major/minor team is being defeated badly by the other
teams it plays on a regular basis).
.2 In cases of Associations within the ALLIANCE not able to field a team in a particular age category the matter can be referred
to the ALLIANCE who in consultation with its Member Associations will resolve the issue. Example: a small Association has
twelve (12) U11 players and cannot field team and doesn’t want to move up to U12, suggest Associations amalgamate with
next closest Association with same category either one category up or down.
.3 If an Association does not have a U21 representative team in any given year, then players are eligible to play in another
Association.
7.15 REGISTRATION OF TEAM OFFICIALS AND PARTICIPATION IN HOCKEY GAMES
.1 Team Officials participants are designated as Coach, Trainer, Assistant Coach, Manager, Assistant Trainer and Assistant
Manager.
.2 Each team registered in the ALLIANCE on HC/ALLIANCE Hockey approved rosters must have registered at least two persons
separately as a Coach and a Trainer qualified as outlined in Rule 7.16.
.3 After the Coach and Trainer positions are filled a third Team Official may be added on a HC/ALLIANCE Hockey Roster as a
Manager. If a team wishes to add additional Team Officials, they will be designated as Assistant Coach on the HC/ALLIANCE
Hockey Roster and/or Assistant Trainer and/or Assistant Manager on the HC/ALLIANCE Hockey Roster.
.4 Every ALLIANCE approved team roster must have on the bench at the start of and during the game, unless ejected from the
game a certified and registered Coach and Trainer. In addition, other qualified and registered officials of that team may sign
the game sheet and be on the bench at the start of and during the game. There shall be no more than five (5) Team
Officials signed to the game sheet and on the bench during a game.
.5 Associations that wish to use goalie coaches, instructors, etc. must register the individuals as 'coaches at large'. Individuals
that are not registered as “coaches at large” will not have HC Insurance Coverage during events.
.6 The person signed to the HC/ALLIANCE Hockey approved roster as the Head Coach of the team must sign the game sheet in
the coach’s spot only and may not sign as any other Team Official. Failure to comply with this rule by the coach shall carry a
one game suspension in addition to any other suspension they may have received had they signed properly as the coach.
.7 Team Officials must ensure that all league commitments are met. Any team failing to meet their year end schedule deadline
will face the automatic suspension of all Team Officials rostered to that team until such time as their league commitments
have been met.
.8 Team Officials (Head Coaches, Assistant Coaches, and Trainers) must be at least 16 years old.
.9 For Team Officials releases, refer to OHF Regulation F.
7.16 TEAM OFFICIALS’ CERTIFICATION AND HOCKEY CANADA/ALLIANCE HOCKEY ROSTER APPROVAL
.1 COACHES (see Appendix A ALLIANCE Certification Requirements)
.1 To be eligible on a Hockey Canada Approved roster as a Head Coach and/or Assistant Coach with any ALLIANCE
Hockey Representative, House League and House League Select team a person must have successfully completed a
HC NCCP certification as identified on appendix A. A Coach's certification will be issued upon successful completion of
the NCCP Program.
.2 No Hockey Canada/ALLIANCE Roster will be approved by the Executive Director for a Coach or Assistant Coach unless
the certification issued to that person upon completion of the NCCP Program, Checking Module and RIS/Speak Out
Module is clearly indicated on all copies of the Approved Team Roster.
.3 ALLIANCE Hockey recommends that all coaching staff have a minimum NCCP certification.
.4 Falsifying a HC/ALLIANCE Hockey Coaches or Assistant Coaches Certification by signing a on a HC/ALLIANCE Hockey
Roster/gamesheet when the person has not completed a proper certifications, shall cause that person to be ineligible
to be registered on a HC/Approved Team Roster/gamesheet in the ALLIANCE for that season.
.5 Certified and registered Team Officials sixteen (16) years of age shall be restricted to coaching in the U13 and lower
divisions.
Minimum Age for Certification: To be designated an NCCP Certified coach, you must be 16 years or older.
Development Opportunities: Individuals under 16 and older than 14 may participate in NCCP or NCCP
qualifying development opportunities, but they cannot be designated as certified coaches.
Parental Permission and NCCP Guidelines: Coaches under 16 must have parental permission and their coaching
activities must adhere to NCCP guidelines.
.2 TRAINERS
.1 To be eligible to be a Trainer or Assistant Trainer on any team registered with the ALLIANCE on a HC/ALLIANCE Hockey
Roster a person must have successfully completed a HTO Hockey Trainers Ontario Certification Program at Level 1 or
higher and the RIS/Speak Out Module.
.2 Any person who has a valid standard first aid certificate from a recognized first-aid certification program and has
successfully completed the HTO Level 1 program may be granted the HTO Trainer Level 2 certificate by sending eight
($8.00) dollars and proof of valid certification to the ALLIANCE Hockey.
.3 The HTO Level 1 program is valid for three (3) seasons including the season of issue with the exception of those
qualifying under section 7.16.2.2. Those persons holding a HTO Level 1 qualification only must re-qualify upon expiry.
.4 Those persons who qualify under 7.16.2.2 must submit a photocopy of valid/current certification each season with
their HC/ALLIANCE Hockey Roster to remain eligible.
.5 Falsifying a Trainer's Certification by placing an ALLIANCE certification number on the HC/ALLIANCE Hockey approved
Team Roster when the person has not successfully completed a HTO program Level 1 and RIS/Speak Out Module shall
cause the person to be ineligible to be registered on a HC/ALLIANCE Hockey Roster in the ALLIANCE for that season.
.3 HOCKEY CANADA/ALLIANCE HOCKEY ROSTER APPROVAL
.1 A person who has proper certification as outlined above as both a Coach and Trainer may be registered in both
positions on the HC/ALLIANCE Hockey Roster. This will entitle a person to act as both an Assistant Coach and Trainer
to meet the requirement of Rule 7.15.4 in an emergency only. This does not in any way lessen the team requirement
to have separate people signed as a Coach and Trainer.
.2 Any team which fails to comply with Rule 7.15.4 and 7.15.5 in any game shall be subject to disciplinary action.
.3 At the Representative and Minor Development level a person may sign only two separate HC/ALLIANCE Hockey Team
Rosters. They may sign as a Coach with one team and as a Trainer with another but may not be approved on two
team rosters as a Coach, or Trainer on different teams, etc.
.4 A Team Official at large or any Team Official, under suspension, approved to more than one team shall be suspended
from all game related duties from any team until the suspension has been served as part of the staff of the team with
which the suspension was incurred. The team Official's name shall be recorded on the game sheet as suspended until
the appropriate numbers of games have been served.
7.17 EJECTION OF TEAM OFFICIALS
A Team Official that has been ejected but is not identifiable by the Referee shall be identified by the first Team Official
requested to do so by the Referee. Failing to do so shall result in suspension of all Team Officials for not less than two (2)
games. This suspension shall be in addition to any suspensions incurred in the game.
7.18 SWEATERS
.1 No team shall be permitted to wear vertical stripe sweaters and all HC / ALLIANCE Hockey Approved Teams must have the
Canadian Flag appropriately displayed.
.2 Home teams shall wear dark sweaters and Visiting team shall wear light sweaters.
.3 All Member Association third jerseys and shall be subject to approval by the ALLIANCE Hockey Board of Directors prior to
the start of any new season.
7.19 PROTECTIVE EQUIPMENT
.1 All players, including goaltenders, shall wear a CSA approved hockey helmet to which a CSA approved hockey facial
protector must be attached and not altered in any way. The chin strap of the helmet shall be securely fastened under the
chin. Penalties shall be assessed in accordance with HC Rule #3.6. Violation of this regulation shall not be grounds for a
protest.
.2 Any player with a physical disability (i.e. vision, hearing, etc.) shall at the time of registration provide a certificate from a
medical doctor which states that the player may safely engage in the level of hockey for which the player is being
registered. Such medical certificate must accompany the player’s approved team roster.
.3 All players, including goaltenders, shall wear a BNQ approved throat protector, properly fastened and not altered in any
manner. A minor penalty shall be assessed to any player who is on the ice and is in violation of this regulation.
Note: If a goaltender chooses to wear a neck guard as well as a throat protector, the neck guard must be fastened in a
manner so that it provides protection to the throat/neck area. It may not be fastened or altered in any manner that
will void the CSA approval of the mask and/or helmet.
.4 All Team Officials and on ice helpers and NCCP Instructors must wear a CSA approved helmet during all sanctioned on-ice
instruction and activities. Failure to comply may result in the suspension of the offending party by the home Association or
ALLIANCE Hockey. In accordance with the ALLIANCE Policy re: Helmet Use For On Ice Personnel including NCCP Instructors.
.5 All on-ice officials officiating in the ALLIANCE shall wear CSA approved helmets, a CSA certified visor and BNQ approved
throat protectors. Such helmets shall be black in colour.
7.20 COPIES OF GAMESHEET

All penalties along with the name and signature of all Game Officials shall appear on the electronic game sheet.
7.21 REFUSAL TO START PLAY
7.22 SUSPENSIONS
.1 ALLIANCE Hockey Head Coaches are responsible for ensuring that Team Official(s) and player suspensions are served
properly and in accordance with ALLIANCE, OHF and Hockey Canada Rules. All sections and aspects of this regulation
(7.21, 7.22.9, 7.22.10 and 7.22.11) shall apply to Team Officials as well as players.
.2 The ALLIANCE shall have the power to suspend or discipline any Coach, Manager, Trainer, Game Official, or other official
connected with any affiliated team or Member Association.
.3 If the suspension results from a Match Penalty, the player or Team Official cannot participate in any exhibition games until
the suspension has been served in League, ALLIANCE Playdown, League/ Playoff or tournament game.
.4 If the suspension results from 'other than Match Penalty', player may participate in exhibition games until suspension can be
served in League, League Playoff, ALLIANCE Playdown/Playoff or Tournament.
.5 In no case will a team be allowed to schedule a game after a suspension has been assessed to lessen the severity of a
suspension.
.6 Any player or Team Official under suspension by the ALLIANCE shall also be suspended from all on-ice officiating (Referee)
duties until such time as the suspension incurred as a player or Team Official has been served.
.7 Any player that receives a fighting Major, Gross Misconduct or Match Penalty in an ALLIANCE Hockey House League, House
League Select and/or BB/B Championship game will be suspended for the duration of the Championship. If the minimum
number of games as determined by the OHF minimum suspension list were not served by the completion of the
Championship, they must be served as per ALLIANCE Hockey Rules and Regulations.
.8 The Executive Director or his designee shall have the authority to impose Supplemental Discipline over and above the
minimum suspension wherever conditions and circumstances warrant.
.9 Suspensions to Players Eligible for Two (2) or More Teams
.1 If a player eligible for two (2) or more teams receives a suspension with either their primary team or their affiliated
team(s), the player must serve the suspension with the primary team, and will not be allowed to play for any team
until the suspension has been served in its entirety (exception of House League and Select).
.2 If an affiliated player receives a suspension in a tournament and there are additional un-played tournament games
before they can be served with their primary team (i.e. House League), all or part of the suspension should be served
in the tournament, and the remainder of the suspension must be served with their primary team.
.3 A minor hockey player who receives a suspension while participating as an affiliate with Junior Hockey will be required
to serve the OHF minimum Junior hockey suspension with their minor hockey team.
Exception: In the event the team to which the player is primarily registered has been eliminated from any ALLIANCE
Playdowns/ Playoffs, the suspended player may serve the balance of the suspension with their affiliated rostered team
in its ALLIANCE Playdowns or League Playoffs. The player’s name must be recorded on the game sheet of their
affiliated rostered team as a suspended player. This player would now become a member of their affiliated rostered
team and forfeit the right to play for their primary rostered team for the balance of the current season.
.10 Suspensions to Team Officials – Restrictions
.1 A Team Official under suspension shall not enter the dressing room or continue any of the game-day duties of their
position with the team to which they are suspended and any other team until the full term of the suspension has been
served.
.2 Any playing Team Official or Referee who receives a suspension from ALLIANCE Hockey or member association shall be
suspended from all other positions they may hold until such time as the suspension has been served as a Referee,
Team Official or Player.
.11 Match Penalty / Rule 11 Protocol
.1 Match Penalties must be reported to the ALLIANCE Hockey Office within twenty-four (24) hours by the on-ice Official.
.2 Any player or Team Official under suspension as a result of a Match Penalty shall also be suspended from all on-ice
officiating (e.g. Referee) duties until such time as the suspension incurred as a player or Team Official has been
served.
.3 The ALLIANCE Hockey designate overseeing suspensions will report Match Penalties requiring a suspension of less than
six (6) games under the OHF Minimum Suspension List. All Match Penalties that may result in a suspension of six (6)
games or more must be referred to the ALLIANCE Hockey Discipline Committee for a hearing.
Also refer to the Suspension Appendix.
7.23 PARTICIPATION OF INELIGIBLE PARTICIPANTS
.1 Any player or Team Official who signs the game sheet and/or participates in the game and is ineligible will cause their team
to forfeit the game regardless of the score of the game and the Head Coach (or designated Team Official) on the game
report will be suspended for three (3) games. The non-offending team shall be awarded the two (2) points for the game. In
ALLIANCE Playdowns, the points will be awarded, and the series will continue as per the contract. In a situation where
ineligible players or Team Officials from both teams participate in the same game, the score of the game will stand and the
two (2) points will be awarded to the winning team. For the outcome of a game to be reversed a protest must be filed with
ALLIANCE hockey as per ALLIANCE Protest Regulations.
.2 If a player or Team Official participates in a game while under suspension (ineligible participation), the Head Coach (or
designated Team Official on the game report) will be suspended for three (3) games. The suspended player or Team Official
must serve their original suspension in addition to any other suspension(s) they may have received in the game.
.3 For a second offence during the current season the Team Official shall be suspended indefinitely pending an ALLIANCE
hearing.
.4 Any ineligible player or Team Official who incurs a penalty at any time before, during or after a game shall be assessed at
least the minimum suspension(s) contained in the OHF Minimum Suspension List.
.5 When a game has to be overturned and the score reversed with the non-offending team receiving two (2) points the score
will be 5-0. In a situation when the reversal of the score impacts other teams, i.e.: Tournaments, Round Robin League, and
Playdown/Playoff competition the score will be the goals scored for the non-offending team minus one (1) for the offending
team.
Example: Offending team wins 5-3, with the game reversal the score would now be 3-2.
7.24 FINANCIAL ARRANGEMENTS
Release fee scale for players moving to Junior teams are to be in Compliance with OHF E38.
Note: With ALLIANCE Associations and AAA Zone players, any and all development fees will be divided by the
Association/AAA organization and the Home Association based on a "pro rata" basis as to the number of seasons played for
each.
7.25 DRUG ADMINISTRATION RESTRICTION
Stimulants such as nonprescription drugs, vitamins, or other chemicals shall not be administered to a player by any Team
Official.
7.26 SPONSORSHIP AND ADVERTISING RESTRICTION
Tobacco/cannabis companies, breweries, distilleries or wineries shall not sponsor any team in the ALLIANCE. No team will
display or allow to be displayed, any advertising of a tobacco/cannabis company, brewery, distillery or winery in relation to a
team.
