10.1  On-Ice Officials
.1 All games shall be refereed by certified HCOP Officials who have registered with the ALLIANCE for the current season.

.2 In  ever ALLIANCE Hockey game U12 and below, there must be two (2) registered HCOP Officials who are at least fourteen
(14) years of age and have registered with the ALLIANCE for the current season. In every ALLIANCE game U13 and above,
where an Association wishes to use a two (2) Official system, both Officials must be certified HCOP Officials and must be at
least two (2) years older than the division age limit.
Exception: Officials 18 years of age and older on or before December 31st of the current playing season are eligible to
officiate U21 and below Hockey.

.3 For a three-Official system, mandatory at Rep Hockey (U13-U16 Seeded, U13-U14 AAA), all Officials must be at least two (2)
years older than the division age limit. A three-Official system should be used for U15-U18 hockey in ALLIANCE Hockey BB/B
League.

.In games when the Referee writes or is required to write a report in specific instances as required by the rules, such
reports will be made available to the Associations involved, at their request, from the ALLIANCE Hockey Office. The request
will be honoured within forty-eight (48) hours of receiving the request and/or receiving the Referee’s report.

.5 Officiating payments will be as per the charts below. For game lengths that are not listed on the charts, payment will be
determined by referring to the next highest payment option listed on the charts.

10.2 On-Ice Official Mileage
ALLIANCE Hockey will adjust any increases in officiating rates to match the OMHA and the mileage rate to match the annual
Canada Revenue Agency (CRA) current rate. The posted CRA mileage rate as of September 1 will remain in effect for the duration
of that entire playing season. When mileage is paid it will be per kilometer each way with all Officials in one car. The c
urrent
mileage rate is $0.72 per KM.

10.3 On-Ice Official Restriction
.1 No ALLIANCE Board of Directors Member, Officer, Convenor, Team Manager, Coach or other Team Official of any participating

team may act as Referee without having the approval of the Executive Director, except in cases of emergency, provided that a
responsible Official of each team agrees in writing to such an arrangement.

.2 Officials will only be allowed to officiate a maximum of six (6) games per day. It is recommended that games be scheduled in
sets of either two (2) or three (3) games, always with a minimum rest period of at least two (2) games (two (2) hours) between
sets.

10.4 
Procedures when On-Ice Officials do not show for Games
From time to time, a situation will arise where one or more of the Officials assigned to a game does not appear for a
game or cannot continue a game. This Policy documents, for the On-Ice Officials and the teams, what to do in these
situations. In all cases, the remaining On-Ice Official(s) in attendance must make every reasonable attempt to ensure the
    game is played to completion, however under no circumstances should an Official undertake to officiate a game or continue a
game alone.

10.5 Procedures for Games Normally Officiated with a Three-Official or Four-Official System
.1 Situation 1: Referee or One of the Linespersons Does Not Appear for the Game
If the Referee or one of the Linespersons does not appear for the game, the remaining Official(s) shall first attempt to find a
qualified replacement Official by contacting the local
Assignor (if available) or any other qualified Official from the local
Association to complete the game. If the remaining Official(s) is unable to find a qualified replacement in a timely manner,
then:

.1 In Four-Official system, if a qualified replacement(s) cannot be found, continue with a three-Official system, or;

.2 The two remaining Officials shall work the game as a two-Official system, or;

.3 One of the remaining Officials shall assume the duties of the Referee and work the game as a one Referee and one
Linesperson system.  This option should only be used in games at U15-U18 where one of the remaining Officials is not
qualified or comfortable officiating at that level of hockey.

.2  Situation 2: Two of the Three Officials Do Not Appear for the Game
If two of the three Officials do not appear for the game, the remaining Official shall first attempt to find qualified replacement
Officials by contacting the local Assignor (if available) or any other qualified Officials to complete the game. If one or two
replacement Official(s) can be found, work the game as a two-Official or three-Official system as the situation allows. If no
replacement Officials can be found in a timely manner, the game is to be suspended and reported to the appropriate
Representatives.

.3 Situation 3: No Officials Appear for the Game
If no Officials appear for the game, the Home team is to contact the local Assignor (if available) or any other qualified
Officials to find qualified replacement Officials. If replacement Officials cannot be found in a timely manner, the game is to be
suspended and reported to the appropriate Representatives.

.4 Situation 4: Referee or Linesperson Cannot Complete the Game
If a game is started and the Referee or one of the Linespersons is injured, becomes ill or is otherwise unable to complete the
game for any reason, the remaining Officials shall:

.1  Complete the game using a two Official system, or;

.2 Complete the game using a one Referee and one Linesperson system. This option should only be used in games
U15-U18 where one of the remaining Officials is not qualified or comfortable officiating at that level of hockey.

10.6 Procedure for Games Normally Officiated with A Two-Official System
.1 Situation 1: One Referee Does Not Appear or is Unable to Complete the Game 
If the one of the Referees does not appear for the game or is unable to continue the game due to injury, illness or any reason,
the remaining Referee shall, in the following order:

.1 Contact the local Assignor (if available) to find a qualified replacement Official.

.2 Contact a qualified replacement Official from their local Referee Association (if available) and continue using the
two-Official system.

.3  Suspend the game and advise the appropriate Representatives of the circumstances.

.2 Situation 2: No Officials Appear for the Game
If no Officials appear for the game, the Home team is to contact the local Assignor (if available) or
other qualified local
Officials, to find qualified replacement Officials. If replacement Officials cannot be found in a timely manner, the game is to be
suspended and reported to the appropriate Representatives.

10.8 Green Armband Policy

.1 Overview
ALLIANCE Hockey is committed to deterring all physical and verbal maltreatment of on-ice Officials. There should be no
unreasonable pressure, negative expression, intimidation, or other acts of maltreatment towards on-ice Officials.
The Green Armband Policy is designed to support on-ice officials by having entry level and/or minor-aged Officials sporting
green arm bands signaling a reminder to participants and spectators to modify and control negative emotions and behaviour
before, during and after games.

.2 Objectives
.1 To provide an effective deterrent and support mechanism for entry level and/or minor-aged on-ice Officials.

.2 Using green armbands is proposed to reduce the incidence(s) of Hockey Canada Section 11, Maltreatment towards
entry level and/or minor-aged on-ice Officials. Furthermore, it is intended to provide a safe and respectful hockey
experience, encourage officiating growth and development, and reduce the current rate of officiating attrition.

.3 Entry level and/or minor-aged Officials are considered in training and will sometimes make mistakes throughout their
development. Through the green armband initiative, participants and spectators are reminded to be patient, show
respect, and avoid any form of Maltreatment directed towards the on-ice Officials.

.3 Definitions
League: ALLIANCE Hockey, and Member Hockey Associations
Minor-Aged Official: Official aged 14-17
Participant: Any participating Team Official and/or on-ice player
Recreational Hockey: House League, House League Select
Representative Hockey: AAA, AA,/A, BB/B, MD
Spectators: Anyone observing a minor hockey game other than the on-ice participants/bench staff
Supplementary Discipline: Suspension or sanction in addition to OHF suspensions or sanctions

.4 Scope
.1 All participating Officials are registered for the current season, Hockey Canada certified and working in sanctioned
Representative and/or Recreational programming.

.2 Applicable to any suspendable Hockey Canada Section 11 Maltreatment offence towards any on-ice entry level and/or
minor-aged Official.

.5 Policy Directives
.1 All entry level and/or minor aged on-ice Officials are required to wear the standard green armband on the left arm,
between the elbow and shoulder during all sanctioned games.

.2 Recommended that all new Officials (18+) wear the green armband for their first season of officiating.

.3 Any participant (on-ice player and/or Team Official) assessed with a suspendable offence under Hockey Canada
Section 11, Maltreatment towards any green arm band-wearing Official will be administered Supplementary Discipline
as determined by the Minimum Supplemental Discipline for Maltreatment of a Green Armband Official
Guideline (below) including: Game Misconduct, Gross Misconduct, and/or Match Penalty, under Hockey Canada Rules.
Supplementary Discipline under this Policy will be in addition to any imposed OHF suspension(s).

.6 Procedures
.1 The on-ice Official(s) shall properly identify any offence(s) under Hockey Canada Section 11,Maltreatment towards
any green armband-wearing Official.

.2 Any offence(s) assessed to a participant, shall be subject to the Minimum Supplemental Discipline outlined in the
chart below.

.3 Any offence(s) committed by a spectator, would be recorded on the game report with follow up from ALLIANCE
Hockey in conjunction with the local Association.
