Individuals 16 years of age by December 31st of the current year or older who have completed the Entry Level Clinic (Level 1) and/or the Level 1 Recertification will be invited to attend the Level 2 Upgrade Clinic that will be held during the current season.

All officials attending a Level 2 Upgrade Clinic must complete the following three-parts to certify.
- HCOP Level 1 Online Recertification Course
- In-Class
- HCOP Exam (Open Book) – Must obtain a score of 70%
Once certified, an official must continue to update and be completely familiar with new rule interpretations and officiating techniques.
